The unfortunate owner of a SWB Buggy tries to register his newly rebuilt toy and gets sent to VOSA for inspection. Even it it passes BIVA, which it won't, his original registration is history and would be issued a " Q " plate.
I suspect this buggy will never see the road, and all the time and money invested in it will be lost.
First case of the "new " rules being in forced I have come across, may turn out to be just an isolated case, or the tip of an iceberg.

Wow that took some reading but very interesting as well as worrying. I'm a bit concerned about changing my V5 to include the new TD lump rather than the D lump that is currently on my V5.
Do you think I'll be ok from what you've read Neil ?

I would guess that sending in the V5 for an engine change accompanied with all the correct paper work, would not cause any alarm bells at DVLA.
I would be inclined to do this sooner rather than later.
Firstly as all government Departments are under pressure to be more efficient, a straight forward amendment to a V5 is likely to go unchallenged.
Secondly if it is called for inspection, you at least know now, and can decide how best to proceed.

If you read the IVA rules, and particularly the additional detail on exactly what chassis mods are and are not allowed, as extracted from the DVLA / VOSA by the-ace.org.uk , shortened VW floopans most definitey qualify you for an IVA test.
I have a mate who has been buildings Speedster for years who is choosing to bury his head in the sand about this, despite my trying to persuade him not to. _________________ Regards,
